Abstract :
Disasters are a growing threat for the society, but their impact on health services remains ambiguous, particularly in the developing countries. “Agile hospitals" are increasingly recognized as the cornerstone of disaster management. This study addresses the importance of the Hospital Emergency Plan as a mean of achieving organizational agility in the context of Al Haouz earthquake, which occurred in Morocco on September 08, 2023. This involves an exploration of the facilitating and inhibiting elements of the operationalization of the Hospital Emergency Plan through semi-directive interviews with medical managers affiliated with the Regional Department of Health and Social Protection of the Souss-Massa Region. We also used documents delivered by the Regional Department of Health and Social Protection to complete the data collected from the interviews, which were substantiated in this work with evidence-based recommendations for strengthening the Hospital Emergency Plan and the crisis management component.
